Community Development District overview
The Rivercrest Community Development District is a local, special purpose government
authorized by Chapter 190, of the Florida Statutes as amended, as an alternative
method for planning, financing, acquiring, operating and maintaining community-wide
infrastructure in planned communities. This is a mechanism which provides
the “solution” to the State’s needs for delivery of capital
infrastructure to service projected growth without overburdening other governments
and their taxpayers. They represent a major advancement in Florida’s
effort to manage its growth effectively and efficiently. This allows the
community to set a higher standard for construction along with providing a
long-term
solution to the operation and maintenance of community facilities as well.
CDD organization
The Rivercrest Community Development District is organized as any other local government
in Florida; the legislative body is composed of a five-member board known
as Supervisors. The Supervisors establish the policy of the District in accordance
with Florida law. The Board, by law, must hire a District Administrator and
District Counsel. Staff members operate just as a County Administrator and
County Attorney. The Board, by advertised Requests for Qualifications, ranks
and selects the most qualified District Engineer to perform the engineering
needs of the District. It is the responsibility of Staff to administer the
operations of the District and to implement the Board’s policies and
contracts.
District administration
The District Administrator's responsibilities include:
- Preparation and submittal of a proposed operations and maintenance budget
for Board review and action
- Prepare contract specifications for District operations, including community
appearance, waterway management, street lighting and facilities maintenance
- File all required forms and documents with State and local agencies
- Attend all Board of Supervisor meetings – implement the policies of
the Board
- Additional duties as directed by the Board
